Bethel Rep. Harding Opens Second Legislative Session

DANBURY, Conn. -- Danbury State Rep. Stephen Harding (R-107) joined fellow legislative leaders for the start of the 2016 Legislative Session on Wednesday, Feb. 3 at the State Capitol.

This Opening Ceremony and Joint Convention that included Gov. Dannel Malloy’s “State of the State Address” marked the beginning of Harding’s second legislative session. This three-month short session, however, is unique as it occurs biannually and only allows legislator-proposed bills related to budgetary, revenue and financial matters to be considered. Committees, on the other hand, can submit bills to be considered on any subject.

Harding will continue to serve on the Judiciary, Energy & Technology and Finance, Revenue & Bonding Committees. He also remains a member of the Young Legislators Caucus. One of the most critical issues facing the General Assembly is making adjustments to the state’s biennial budget.

After a budget fix during the December special session, there is still a projected shortfall of more than $507 million, and an out-year deficit of over $4 billion.

“I’m honored and humbled to begin another session representing the people of the 107th district," said Harding. "Our community and state face many issues which need addressing, and I look forward to that challenge in these months ahead.”

On Monday, House and Senate Republicans released their budget priorities for the 2016 session, which include:

  • Implementing long-term structural changes to restore sustainability and predictability to the budget
  • Implementing the Republican “Prioritize Progress” transportation plan to fund and protect transportation dollars without tolls or tax increases
  • Dealing with the fiscal year 2017 budget deficit during the upcoming legislative session
