Clinton resident Earl William Smith, 43, has been identified as the person who was pronounced dead at the scene of a crash in Rockville early on Wednesday morning. Cyber criminals got the best of a Maryland fire department that is out of more than $200,000 that had been earmarked to purchase two ambulances.
